			<content:encoded><![CDATA[<p>Father &#038; Child supports the &#8216;Income Splitting&#8217; Bill currently before select committee. The bill would treat parents who live together as an economic unit for taxation purposes rather than tax them as individuals, as is presently the case. The present taxation system disadvantages families with only one income earner compared to a family where the same earnings are split about equally over both parents. This affects almost all parents who just had a new baby.<br />
Father &#038; Child believes that choices over how parents divide income earning and caring responsibilities should be tax-neutral.<br />
The bill is not expected to make it into law as it does not have the support of either National or Labour. It was brought into parliament by United Future leader Peter Dunne under a coalition agreement with National.<br />
Father &#038; Child&#8217;s support for the bill does not indicate support for any political party.<br />

			<content:encoded><![CDATA[<p>A Father &#038; Child survey of 124 dads attending the Waitakere City Toddler Day Out this year, found that a majority felt their needs as a dad are well catered for in Waitakere City. </p>
<p>However, only half said that they&#8217;d had face-to-face contact with a Well Child Health provider, such as Plunket. Home-based Well Child Health services are available to all babies and their parents.</p>
<p>More than three quarters of dads felt Waitakere supported early parenting and families well, but only 57% thought new dads were well supported. Even fewer thought the city did well for separated or solo dads. </p>
<p>Fathers with an only child under one felt especially frustrated with a lack of inclusion, and rated support for families much higher than support for dads. They were clearly appreciative of what is being done to keep baby healthy and put families on track, but about half of these dads appeared to have been effectively kept out of the loop by the agencies involved.</p>
<p>It seems that although family service providers may be more aware of fathers and their important contribution to child development, they still do not make enough effort to meet with them and engage them. </p>
<p>There were some signs that this had improved over recent years. A father with a child under one was almost twice as likely to report having had face-to-face contact with a Well Child Health provider than a father with a child aged three or over.</p>
<p>The survey highlighted the importance of that face-to-face contact. Fathers who had such  contact with some of the leading agencies generally felt much better supported than their peers who had not, and seem to have generally better access to information. </p>
<p>Dads who engaged with Playcentres stood out as being significantly happier with their support as a dad, and 73% of them said they feel encouraged to participate in their child’s early education.</p>
<p>Perhaps surprisingly, separated fathers felt better supported than those living with the mother of the child. Only 30% thought they were not supported as new dads, 10% felt families are not supported, 11% thought there are not enough fun events for dads and kids and only 9% thought there is not enough information about early parenting – the lowest rates for any group analysed.  </p>
<p>Of the partnered fathers, 44% felt unsupported as new dads, 21% felt families are not supported, 33% would like more fun events and 26% could do with more early parenting information.</p>
<p>Survey conducted by Father and Child Trust at Violence Free Waitakere&#8217;s Toddler Day Out, in collaboration with Geoff Bridgeman and with support from Glen Jones.</p>

<p><img src="http://fatherandchild.org.nz/wp-content/uploads/Men-On-Bench-150x124.jpg" alt="Men On Bench" title="Men On Bench" width="150" height="124" class="alignright size-thumbnail wp-image-1692" />A study by the Nelson-Marlborough Institute of Technology and the Public Health Service has found that new fathers are worried about different things than what their partners think they are worried about!</p>
<p>The new fathers participating in the study ranked three issues most important of all: the lack of involvement in the transition process to parenthood, a stressed relationship with the partner, and the joys of being a dad.</p>
<p>However, the mothers in the study thought their men are at least just as concerned with money, sex and the gender of the baby &#8211; issues that were mentioned in the men&#8217;s interviews, but not even ranked as important. </p>
<p>&#8220;The data ranked as important by the women (but not by the men) tends to reflect commonly held views about how men respond to fatherhood.&#8221; write researchers David Mitchell and Philip Chapman.</p>
<p>&#8220;This raises questions about discourse that is dominant, where it originates and whose interests it reflects.&#8221;<br />
The researchers acknowledge the limitations of their study, which involved only 11 couples who were interviewed in gender-specific groups before the birth and 6 months after. </p>
<p>The fathers in the study also widely criticised not being involved by midwives, Plunket nurses or other providers and ranked this as one of the top issues.</p>
<p>Father &#038; Child Trust Coordinator <strong><cite>Harald Breiding-Buss</cite></strong>, who has worked with men in antenatal classes for 9 years, agrees with the findings. &#8220;The failure of &#8216;maternity&#8217; services to address, or even know about, new fathers real concerns is a major contributing factor to relationships making an irreversible turn for the worse around this time&#8221;, he says. </p>
<p>&#8220;We&#8217;re having a 21st century maternity service system based on 1950&#8242;s stereotypical beliefs.&#8221;</p>
<p>Previous research by the Mitchell/Chapman team had found similar discrepancies between views and needs that men expressed to their interviewers, and perceptions held by maternity health professionals</p>
